Estepona City Council to Assign Public Equipment Plots for Subsidized Housing Construction

Procedures for changing the use of public equipment plots for subsidized housing construction are being initiated by the Consistory, in accordance with a recent decree law from the Junta de Andalucía, as long as they are not designated for sanitary or educational purposes. The Plenary is set to approve an inventory of lands for adaptation and an increase in buildability for VPOs this week. With the aim of meeting the demand for subsidized housing, especially for vulnerable individuals, Estepona City Council is expediting projects by approving measures in March. One such measure involves allocating plots currently designated as public equipment in the General Urban Development Plan (PGOU) for the construction of subsidized rental housing. Utilizing Decree-Law 1/2025, the Consistory can develop public rental housing on equipment plots without altering planning instruments if they are not reserved for health or educational purposes. In line with the law and the PGOU, Municipal Technical Services will identify suitable plots for residential use, ensuring access to housing for groups facing difficulties. The council is committed to addressing housing accessibility issues by leveraging municipal-owned plots for subsidized housing and increasing density by 10 percent as per regional law. Moreover, Technical Services will assess residential plots suitable for public protection housing, aiming to boost density by 20 percent for more subsidized units. Estepona City Council’s proactive approach to urban development has enabled the construction and delivery of VPO units in Juan Benitez and the expansion of subsidized housing areas in Camino de Cortes, Arroyo Vaquero, and Guadalobón, in response to citizens’ housing needs.
